In 2023, the legislature enacted new laws legalizing adult-use cannabis in Minnesota and establishes a regulatory framework for the cannabis industry. The law established a new state agency - Office of Cannabis Management (OCM). OCM will release applications, issue licenses, and develop regulations outlining how and when a business can participate in the new adult-use industry in Minnesota. OCM also develops the regulatory framework for legal adult cannabis, establishes processes and timelines to apply for licenses.
