2026 Residential Street Improvement Project

Construction Timeline: June-October 2026

  • June 1, 2026 - Construction Begins
  • Fall 2026 - Final Completion
  • October 2026 - Assessment Hearing


About:

The proposed improvements would consist of milling off the top layer of asphalt and overlaying the underlying pavement with a new layer of pavement. Improvements also include spot curb replacement, spot walk replacement, adjust manholes and gate valves, re-stripe roadway, and fix any drainage issues. The City Council awarded this project to North Valley, Inc.

  • Freeport Avenue from 259th Street to Forest Boulevard Trail
  • 258th Street from Freeport Avenue to Goldfinch Avenue
  • Goldfinch Avenue from 259th Street to Goodview Avenue
  • Friesland Court from 258th Street to cul-de-sac
  • 257th Street from Highway 61 to Forest Boulevard Trail
  • Forest Boulevard Trail from 257th Street to Goodview Avenue
  • Forest Boulevard Circle from Forest Boulevard Trail to cul-de-sac
  • Freeport Avenue from Forest Boulevard Trail to dead end
  • Forest Boulevard Lane from Forest Boulevard Trail to Freeport Avenue


Sprinkler Systems & Invisible Fences

If you have a heated driveway, sprinkler system or underground invisible pet fence in the public ROW, within 3 feet of the edge of the roadway or sidewalk, please mark the locations of these items. 

If they are located in the portion of the project that will receive concrete curb and gutter replacement, homeowners will need to temporarily relocate these if they are within 3-ft of the edge of the roadway.  Similarly, if you have plantings/landscaping within 3-feet of the road/walk and you are in the area that will have curb and gutter replaced, you will need to temporarily relocate them. Curb & gutter and sidewalk slated for removal will be marked by Friday, May 29th.  If you have questions or would like to have someone look at this with you, please contact Tommy Michelsen (construction observers) who’s contact information is provided on this newsletter.

 

Street and Driveway Access

There may be times during construction that access along the project streets is limited/impacted during the daytime hours, but roadways will remain open during construction.  Construction work may cause minor delays.  Vehicle access to driveways will be restored at the end of each working day, except during any concrete curing time required. Residents will be notified of impacts to access of individual driveways.  If concrete curb and concrete driveway repairs are required at your driveway access, you will need to park on the street for 1-week to allow it to cure and gain strength.  Much more information on access will follow in subsequent newsletters (email only) once we have a schedule and work plan from the contractor.

 

Garbage Service

During construction, garbage haulers may occasionally not have access to the front of your property. When construction is taking place on your roadway, please use tape to label your trash receptacles with your address. On trash day, place street side as early as possible. If needed, the project team will assist in moving receptacles to a location where the haulers can access them.  Having your trash receptacles labeled will ensure you receive your receptacle back.

 

Mail Service

For property owners that have mailboxes in locations where curb removal and replacement is scheduled to take place, temporary mailboxes will be set up to allow the post office to deliver mail. The City will work to keep affected residents informed where temporary mail service will be required and where the mailboxes will be located.  Location is determined by the US postal Service.


Property-Specific/Urgent Matters

Property-specific or urgent matters will be communicated via doorhangers. For this project, an example of when a doorhanger would be used is when access to your driveway will be disrupted. 

 

Stay Informed

Email will be the primary form of communication for updates about the project schedule and to answer questions regarding the project. Email updates will likely be sent once a week to alert property owners and residents about where crews are working, construction progress, or if work is suspended due to weather. Recipients will be blind-copied, and your email address will not be shared with anyone outside the project team.  These updates will also be placed on the City of Wyoming website project page. Ways to be engaged through social media will also be identified on the project page.
